Independent Educational Evaluations (IEEs)

Families and school districts may seek an Independent Educational Evaluation (IEE) when there are questions about the accuracy, completeness, or appropriateness of a previously conducted school evaluation. An IEE offers an objective, comprehensive assessment performed by a qualified professional who is not employed by the school district, providing an independent perspective to support appropriate educational planning.

IEEs are designed to provide a deeper understanding of a student’s learning profile, emotional and behavioral needs, and overall functioning in the school environment. These evaluations follow federal and state guidelines and include a thorough review of existing data, observations, and standardized assessments to ensure a complete and well-supported picture of the student.

Areas Commonly Addressed Through an IEE

  • Psychoeducational evaluations

  • Cognitive and academic achievement testing

  • Specific learning disabilities, including dyslexia and dysgraphia

  • Autism Spectrum Disorder evaluations

  • ADHD/Other Health Impairment considerations

  • Social-emotional and behavioral assessments

  • Functional Behavior Assessments (FBAs)

  • Adaptive behavior and developmental evaluations

What an IEE Typically Includes

  • Review of school records and previous assessments

  • Interviews with parents, teachers, and relevant providers

  • Observations across settings, when appropriate

  • Standardized testing informed by best-practice assessment models

  • Integration of qualitative and quantitative data

  • Clear, evidence-based interpretations aligned with IDEA and TEA criteria

  • Actionable recommendations for educational planning and support

  • Participation in ARD/IEP meetings to explain results, if requested

Purpose and Benefits

IEEs provide:

  • An unbiased evaluation that considers multiple data sources

  • A clearer understanding of a student’s strengths and challenges

  • Insight into learning, behavior, and emotional needs

  • Guidance to help IEP teams make informed eligibility and service decisions

  • A foundation for individualized, culturally responsive educational planning

IEEs help ensure that every student receives an evaluation that truly reflects their needs and supports an equitable, appropriate educational program.

Special Education Counseling to Support IEP Progress

At Grayson Counseling, Educational Assessment & Consulting (GCEAC), we provide targeted special education counseling designed to help students make meaningful progress on their IEP goals. Our counseling services bridge mental health support with educational expertise—ensuring that each student receives individualized, data-driven interventions that promote emotional wellbeing, academic skill development, and school success.

We work with students who demonstrate social-emotional, behavioral, or mental health needs that impact their learning. Through structured counseling sessions, we help students build the coping strategies, behavioral regulation skills, executive functioning tools, and self-advocacy abilities needed to thrive in and out of the classroom.

Our counseling is goal-oriented and aligned with each student’s IEP, focusing on areas such as:

  • Emotional and behavioral regulation

  • Anxiety, trauma, and stress management

  • Self-confidence and self-concept

  • Social skills and peer interaction

  • Problem-solving and conflict resolution

  • Attention, organization, and executive functioning

  • Self-advocacy and communication skills

We collaborate with teachers, parents, and campus teams to monitor progress, adjust strategies, and ensure interventions directly support the student’s educational needs. All services are delivered with compassion, cultural responsiveness, and a deep understanding of the unique challenges diverse learners face.

Our goal is simple: to help every student build the emotional resilience, behavioral tools, and personal strengths they need to access learning and reach their full potential.
